At first Fantine wears a bonnet. This covers all her hair and is done so that when she takes it off, her hair comes down, the audience is awed with her beautiful, waist-lenght, curly hair. This is done so that the event of her selling her beautiful hair, comes across as even more a shock.

As I said Fantine's first wig is curly and has a waist lenght. It is usually blonde but when a non-Caucasian actress plays Fantine it is brownish-goldish.

Her second wig, the one after she sells her hair, is very short and not at all neatly cut. It looks messy and just plainfully terrible. I've seen the lenght varying between centimetered and cheek-lenght. I think that the actress wears this wig underneath the 'long' wig. Fantine wears this wig for the rest of the show.
